Live at Five Lead story shot at Halifax Cycle

Is it me or was there a significant blame the victim angle to the whole story? They seemed put most of the onus on the cyclist to not be hit, but mention almost nothing about vehicles doing the hitting. None of the things they mentioned were a bad idea as having a working bike, obeying the rules of the road and being visible are (or should be) no no-brainers. Really though, when I drive, it’s my responsibility to pay attention to the road and not hit things, it’s not the other things responsibility to make sure I don’t hit them.
