I think I saw the same eagle today driving on the highway by Costco. It wouldn’t surprise me at all if that was the reason.
There was a bald eagle hanging out at the pond running into Kearney lake for last couple years. Last year I saw it take down a seagull at the end of Parkland dr Irving.

You mean this seagull?! This was actually taken at Wendy’s darthmouth looking at my crispy chicken siracha asian burger .
I think that Eagle used to hover on me while biking at the mining area going to evil birch entrance. Not sure they all look the same. Anyways it’s nice to see those kind of wildlife hanging around urban areas atleast they’re adopting.
Eagles are nearly as much of an opportunistic scavenger as they are a predator. If there is food waste around, it is a quick easy meal for them. They also like to let other birds catch fish then steal it from them.
Understandable, then, why Ben Franklin would have preferred the Turkey for the US national bird over the Eagle.
that, and Turkey is so much more delicious…
