To get a shop to set up a rear derailleur? I can’t for the life of me get it set up to run smoothly. Derailleur could be shot too I guess but I can’t tell
$15 Labour for adjust, depends on time spent. Cost of part + $15-$20 labour to install a new one.

My guess is if you can’t set up the RD yourself if you give it half a shot then there’s probably something else wrong. “check ur cabels” as they say.
On a related note, none of my RDs shift properly except for the one I have married to a friction shifter. go figure 
You were right. The something else happened to be my chain. Took it for a test run and after a few minutes the chain started jumping and skipping. Checked it out and it had a busted link and a couple more that looked pretty bad.
