So I noticed this a couple of years ago on the Bridge near Pizza Corner on the NoraWarren Trail

There is this little piece of wood screwed to one on the posts on the bridge. You can turn it 360 degrees and was definitely put there by somebody for some reason

Does anyone know what it is for? Is it there for a reason for it or is it just a random thing to make people perplexed
