Did people really want centerlock rotors?

Compared to 6 torx bolts? Yes. Also, there is other technology at play here with Shimano rotors beyond the bolts.
But if you want to go there, did people really need a mass produced mountain bike when they could just cobble something together on a Schwinn Excelsior?

Yes, the reason was already stated.

As it turns out, no local bike shops had the tool! Back to square one.
